Open the calculatorPeople budget a bathroom by pricing tile, a vanity and a shower door. The number that actually decides the project is whether anything moves. Washoe County treats tiling, cabinets and countertops as interior finish work needing no building permit, and exempts replacing a sink, toilet or water closet where there is no rearranging of the water, waste, or vent pipes. Rearrange those pipes, add a circuit, or add an exhaust fan, and it is a permitted construction project. A tub swapped for a tub and a tub converted to a shower are two different kinds of job, and the difference is a drain.
Every calculator here prices what can be seen. Three things routinely cannot be: the condition of the subfloor under the tub or shower, whether there is any waterproofing behind the old surround, and what the supply lines are made of. Sun Valley’s housing stock spans decades, and in the older half galvanised supply and no vapour barrier are both common. Ask any written estimate to state what it assumes about all three — it is the most frequent reason a bathroom quote moves in week one.

Washoe County also runs an EZ Permit route for work needing no plan review — residential plumbing, HVAC, water heaters and electrical services up to 400 amps — which a licensed contractor can typically apply for, pay and receive the same day. They are accurate enough to plan and budget around. They are not accurate enough to sign a contract against, because no calculator can see the condition of your subfloor, what is inside your walls, whether your supply lines are copper or galvanised, or how level the room actually is.
Because size is only one of four drivers, and in a bathroom it is not the biggest. Material can triple a wall or a floor. Scope decides whether you are refacing or rebuilding. What moves — the drain, the valve, a wall — decides whether this is exempt interior finish work or a permitted construction project. And the condition of what is already there, which nobody can see until demolition, decides the rest. Two 60-square-foot bathrooms can legitimately be $20,000 apart.
The figures published on this site put a full bathroom remodel at $12,000 to $35,000 and up, a tub-to-shower conversion at $5,000 to $14,000, a tub replacement at $3,500 to $9,000, a walk-in shower at $6,000 to $18,000, flooring at $2,000 to $7,000, and a master bathroom at $15,000 to $40,000 and up. The calculators here let you build that number up from the pieces rather than guessing at the whole, which is usually a more honest way to arrive at a budget.
It depends entirely on what moves. Sun Valley is unincorporated Washoe County, and the county's own exemption list includes interior finish work like painting, wallpapering, tiling, carpeting, cabinets, and countertops, plus the repair or replacement of residential sinks, toilets and water closets where there is no rearranging of the water, waste, or vent pipes. Anything not on that list needs a permit — new circuits, moved plumbing, mechanical work and anything structural. Note that Sun Valley is county rather than the City of Reno or the City of Sparks, so it is the county building department that applies. Confirm current requirements before starting.
Because of the drain. A bathtub drain is 1½ inches and a shower drain is 2 inches, since a shower runs water continuously rather than filling a basin. So a conversion upsizes the fitting, usually upsizes the branch to the waste stack, and moves the drain toward the centre of the new shower — which is precisely the rearranging of the waste that Washoe County's exemption excludes. A tub replaced with a tub on the same rough-in rearranges nothing, so it generally stays inside the exemption. It is also the honest reason this site says a replacement costs less than a conversion.
